The Hernando County Jail, now known as the Hernando County Detention Center, opened in 1988 and was originally operated by the private Corrections Corporation of America (CCA). The privatization aimed to cut costs but soon faced significant issues, including a 2006 audit that revealed 758 unprocessed arrests, raising concerns about public safety and operational efficiency.
In 2010, following years of criticism and performance issues, the Hernando County Commission transferred control of the facility to the Hernando County Sheriff's Office (HCSO), ending the private management model. Since then, the facility has been publicly operated and has undergone several improvements.
In recent years, the HCSO has initiated expansion plans to increase the jail’s capacity to 1,000 beds to better manage inmate populations, including those with mental health needs and juvenile offenders. Technological upgrades have also been introduced. In 2023, the jail became the first in Florida to implement Rapid DNA testing during the booking process, significantly aiding law enforcement investigations.
Today, the Hernando County Detention Center serves as the main intake facility for all law enforcement agencies in the county. It houses male and female inmates, including juveniles adjudicated as adults, and operates with an authorized capacity of 818 inmates. The shift to public operation and ongoing modernization efforts have marked a new chapter in the facility’s history.
The Hernando County Clerk of Court and Comptroller is a constitutional officer elected by county residents, responsible for a broad range of administrative and judicial functions. The office serves as the chief financial officer for the county, manages court records and evidence, oversees jury management, and maintains the Official Records, including deeds, mortgages, and marriage licenses. Additionally, the Clerk acts as the county auditor and serves as the Clerk to both the Board of County Commissioners and the Value Adjustment Board.
Doug Chorvat, Jr. has held the position since 2018, succeeding Karen Nicolai, who appointed him in 2000. Under his leadership, the office has modernized its services, implementing electronic filing (eFiling), consolidating case management systems, and providing online access to official records. The office also offers a free Property Fraud Alert service to notify property owners of potential fraudulent activity.
The Hernando County Clerk of Court and Comptroller maintains a main office at 20 N. Main Street in Brooksville, with an additional location at 7405 Forest Oaks Boulevard in Spring Hill. Both offices provide a variety of services to the public, including access to court records, marriage licenses, and passport applications.
In Florida, after an arrest, a person must appear before a judge within 24 hours. At this first appearance, the judge sets bail based on the charges and risk factors. Bail allows the defendant to be released from jail while awaiting trial, either by paying the full amount (cash bail), using a bail bond agent (for a fee, usually 10%), or being released on their own recognizance (ROR). Conditions like no contact with victims or travel restrictions may apply. If the defendant fails to appear in court, the bail is forfeited, and a warrant is issued for their arrest.
